South Carolina Statewide Freight Plan Update
As a member of the consulting team updating the South Carolina Statewide Freight Plan, Quetica was tasked with providing chapters on two new topics in the freight plan: Considerations of Military Freight and Freight Fluidity.
To comply with a new requirement found in the Infrastructure Investment and Jobs Act (IIJA), Quetica worked with the Department of Defense’s Transportation Command to survey eight major military installations across the state, including Joint Base Charleston (JBC), which specializes as a logistics, transportation, training and engineering hub for the U.S. military. JBC is under the jurisdiction of the USAF 628th Air Base Wing and Air Mobility Commands, providing installation support to more than 60 Department of Defense and federal agencies serving more than 90,000 Airmen. The survey asked each logistics contact on base about current operations and any issues related to pandemic interruptions to supply chains.
The Freight Fluidity analysis focused on benchmarking cost metrics from 970,000 private sector shipment records to explore the economic competitiveness of the state’s multimodal freight network providing unique insights into a historically difficult area of freight planning for public sector agencies.
